Your Excellency,

International goodwill and understanding depend a great deal on understanding between the different peoples of the world. It is through personal contacts on a people to people basis that understanding and friendship develop.

We feel that a project between Tokyo and New York would be of enormous value and would serve as an example for other cities to follow and in this matter, we would be very grateful to you, if you would give it thought. In broad lines, if you approved of the idea, it could start by an exchange of greetings between the officials of both cities, and then a permanent program of cultural exchanges could be worked out as well as economic, trade and other exchanges.

I understand that Japan is going to have a very large display at the Worlds Trade Fair in New York next year, so that any ‘Sister City’ Program could but be of great value to both communities.

I would be most grateful if Your Excellency would be good enough to consider this, and will look forward to hearing your ideas and suggestions.

国際的な友好と相互理解は、世界の異なる諸国民間の理解に大いに依存しております。人と人との対面交流を通じて、互いの理解と友情は深まるものと確信いたしております。

ネームセイク・タウンズ協会は、東京とニューヨークとの間の事業が非常に大きな価値を持ち、あとに続く諸都市への模範になるものと考えております。この点につきまして、閣下にご一考いただければ誠に幸いです。大枠として、もしこの案にご賛同いただけるようであれば、はじめに両都市の関係者による挨拶交換を行ない、その後、文化交流をはじめ、経済、貿易その他の交流にかかわる恒常的なプログラムを進めていくことができるものと考えております。

来年度ニューヨークで開催される世界見本市において日本が大規模な展示を行なう予定と聞き及んでおり、いかなるものであれ「姉妹都市」プログラムは双方の地域社会に大きな利益をもたらすものと存じます。

本件についてご高配賜りますようお願い申し上げ、閣下のご意見やご提案を賜ることを心よりお待ち申し上げております。
